GOVERNMENT HOUSE,

HONGKONG, 24th April, 1928.

I have the honour to inform you that the

S.S. "Hsin Wah" belonging to the China Merchants Steal

Navigation Co. and flying the Chinese flag was pirated on

14th April, 1928, while on the way from Shanghai to Hong Kong

and taken to Sam Chau Inlet which is connected by a narrow

neck of land with the notorious village Fan Wo Kong in Bias

Bay.

I enclose a copy of a letter with enclosures

which I have addressed to His Majesty's Consul-General,

Canton, on the subject.
